Call for Proposals under the Community Engagement and Empowerment Program

The European Commission has announced a call for proposals under the Community Engagement and Empowerment Program, funded by the Internal Security Fund. Funding is available for projects aimed at countering threats emerging in the digital environment.
The aim of the call is primarily to support civil society organizations in taking actions to prevent the spread of harmful content, including extremist and terrorist content. Projects may include both online and offline activities, and a key element should be the active involvement of the community—especially young people—in their co-creation and implementation.
Funding may be awarded to projects involving comprehensive activities in three areas:
- building social competencies
- analysis of digital threats
- cooperation and exchange of experiences
The call for proposals is primarily aimed at civil society organizations (NGOs) working in the areas of countering radicalization, education, and youth work and work with vulnerable groups. Funding under the submitted projects will primarily cover the costs of training, educational activities, and initiatives aimed at monitoring online content, conducting analyses, establishing cooperation networks, and developing tools (including those based on artificial intelligence).
Applicants and partners for projects submitted under the call may also include public and local government institutions, educational and research entities (including universities and think tanks), organizations working directly with local communities, as well as entities specializing in digital content analysis and the development of technological tools.
The budget of the call is €5 million, with funding for a single project ranging from €1 million to €1.5 million (up to 90% of eligible costs). Projects may be implemented for a maximum of 24 months.
Applications must be submitted by a partnership of at least 3 entities from 3 EU member states, including a minimum of 2 civil society organizations.
The deadline for submitting applications is May 27, 2026. The results of the call are scheduled to be announced in December 2026.
This call is part of the European Union’s broader efforts to strengthen social resilience, build trust, and promote the informed and safe use of the digital space.
