Press release from the European Digital Services Council following its 14th meeting
02 July 2025
The European Digital Services Council has published a statement summarizing its 14th meeting, which took place on June 27 in Brussels. The discussion focused on three key areas: protecting users from financial fraud, ensuring researchers have access to platform data, and child safety in the digital environment.
The Council drew attention to the growing scale of online financial fraud, recognizing it as a serious systemic threat. In response, a working group on markets and consumer protection was set up to map forms of fraud and prepare an information campaign for users.
The second important topic was the adoption by the European Commission of a delegated act based on Article 40 of the DSA, setting out the rules for granting access to data from very large online platforms to qualified researchers.
The third area concerned the protection of minors online. The Council emphasized the importance of the guidelines published by the Commission on technical and organizational measures, such as age verification, limiting harmful recommendations, and designing services with child safety in mind.
