Public consultation on the development of an action plan to combat cyberbullying
22 July 2025
The European Commission has announced a public consultation on the development of a comprehensive action plan to combat cyberbullying, with a particular focus on children, young people, and groups particularly vulnerable to threats in the digital environment. This initiative is part of a broader package of measures by the European Commission to strengthen the protection of minors online. The planned set of measures includes, among others:
• guidelines on the protection of minors based on Article 28 of the Digital Services Act and enforcement measures,
• proposals for age verification solutions,
• research on the impact of social media on the mental health of young users,
• implementation of the EU's “Better Internet for Children” strategy.
The consultation is open to a wide range of stakeholders until September 29 this year. The Commission encourages minors and young people, public institutions, educational establishments and teachers, civil society organizations working for children's rights, representatives of the digital sector, industry associations, and other interested parties to participate. Participation in the consultation allows for the sharing of experiences, opinions, and examples of good practices, legal definitions, and national policies on combating cyberbullying.
