87 projects evaluated in the 1st round of 3rd 1.1 OPDP competition

The Office of Electronic Communications (UKE) has performed a substantial evaluation of 87 projects submitted for co-financing in the 1st round of the of 3rd competition under 1.1 OPDP activity. The co-financed projects will cover the designated intervention areas.

Pursuant to the information provided by CPPC over 3,826 educational facilities and 654,714 households will be connected to broadband internet of a speed of at least 100 Mbps.  The total value of the co-financing available for the beneficiaries of the 3rd competition divined into rounds amount to almost PLN 2 billion.

The pace of the applications evaluation by the UKE experts was very fast and took only 26 working days. The works on second stage substantive assessment of the submitted projects stated in UKE on June 7 and finished on July 13, 2018.

Each and every project was assessed by three expert in terms of its compliance with the technical end economic requirements. The  procedure of selection of projects for co-financing consisted in, i.a., verification of investment areas, checking the relevant output and result indicators, and evaluation whether the project technical concept meets the requirements for connecting households and educational facilities adopted for the first round of the 3rd competition.  The experts evaluated also the project implementation effectiveness.  There were also situations, provided for in the Competition Regulations, when the applicant was requested to clarify doubts as to the content of the application (26 cases).

As part of the assessment, UKE also carried out the so-called routing (determining the model of the network along with the cost estimate) for all address points declared by the applicants. The Office verified also the possible duplication of the network. This means that each of the 87 projects was thoroughly analysed in terms of the real possibilities of designing the network according to the declared course of the network.

During the assessment process, UKE regularly provided answers on the designated intervention areas.
