Bilateral meeting between UKE and RRT

On 10 September, a bilateral meeting between UKE and the Lithuanian regulatory authority RRT was held in Vilnius. This was followed by the annual Baltreg meeting (Baltic Electronic Communications and Postal Services Regulators’ Meeting) in Kaunas on 11–12 September, attended by regulators from Estonia and Latvia alongside UKE and RRT.

The bilateral talks were held on 10 September at the RRT headquarters in Vilnius. The meeting was attended by the President of UKE, Jacek Oko and Vice-President,  Karol Krzywicki, as well as experts from UKE’s substantive departments. The Lithuanian side was headed by Jūratė Šovienė, Chairwoman of the RRT Council.

RRT Council Members Darius Kuliešius and Giedrius Pūras, along with RRT experts, also took part in the meeting. The discussions focused on challenges related to GNSS signal interferences originating from third countries and possible countermeasures, including the use of signal amplifiers, atomic clocks, and improving the availability of Galileo system services in the region. Another important topic concerned cybersecurity and network resilience – including international cooperation in building new fiber-optic connections – as well as issues related to spectrum management and the rollout of 5G networks. Regulatory aspects of the broadband market were also discussed, particularly operators’ obligations to ensure adequate service quality on key transport routes.

The meeting provided an opportunity to exchange experiences and best practices in market regulation, while underlining the need for continued expert-level cooperation between the two authorities.

UKE’s first participation in the Baltreg meeting

On 11–12 September, the 21st Baltreg meeting took place, bringing together regulators from across the Baltic Sea region. This year’s edition was hosted by RRT. UKE was invited to participate for the first time, making it an important step towards strengthening regional cooperation with the Baltic States.

The two-day meeting covered a wide range of topics: from challenges related to GPS interference and cooperation in this field with the ITU, through postal market reforms and the integration of new services, to broadband network development and spectrum management in the context of phasing out legacy mobile technologies and the growth of offshore wind energy. Another key focus was the resilience of telecommunications networks, including maintaining connectivity in crisis situations, the security of submarine cables, as well as efforts to combat telecom fraud and protect end-users.

UKE’s participation in the Baltreg meeting marks an important step in deepening regional cooperation. Regular exchange of experience and coordination among Baltic regulators contributes to more effective responses to external threats, better consumer protection, and more efficient development of electronic communications and postal services.
