First report of the Digital Services Council on systemic risks under the DSA adopted

On November 18, 2025, the European Digital Services Council, in cooperation with the European Commission, published its first report prepared on the basis of Article 35(2) of the Digital Services Act (DSA). The document identifies the most important and common systemic risks associated with the functioning of very large online platforms (VLOPs) and very large online search engines (VLOSEs), and presents a set of effective measures to mitigate them.
