Implementing regulation on the weighted average MTR published in the Official Journal of the EU

On 11 December 2019, the Commission Implementing Regulation (EU) 2019/2116 of 28 November 2019 setting the weighted average of maximum mobile termination rates across the Union and repealing Implementing Regulation (EU) 2018/1979 was published in the Official Journal of the European Union. It will come into force on 1 January 2020.

Pursuant to Regulation 2019/2116, from 1 January 2020, the weighted average of maximum mobile termination rates in the European Union will be 0.0079 EUR per minute.

The weighted average of maximum mobile termination rates in the European Union was calculated by multiplying the maximum mobile termination rate permitted in a given Member State by the total number of subscribers in that Member State summing that product over all Member States and then dividing the total obtained by the total number of subscribers in all Member States, on the basis of the values of the data as of 1 July 2019.

A change in the average will not affect the amount of the maximum surcharges for calls received while roaming under the Fair Use Policy.
