Report on the state of the telecommunications market in 2025

What was the value of the telecommunications market in 2025? What was the level of capital expenditure by operators? What percentage of households is within range of fiber-optic networks? These are just some of the questions answered by the Report by the President of UKE on the state of the electronic communications market in 2025. This edition of the report is more comprehensive than those of previous years and is the first to be prepared following the entry into force of the Electronic Communications Law.
The report provides an annual summary of the condition of the electronic communications market in Poland. It presents data on the sector's value, investments, infrastructure development (coverage), and changes occurring within specific service segments. It also discusses the market structure, the level of competition, and key challenges and development trends.
Key market data and indicators
- Sector value – telecommunications revenues reached PLN 46 billion, marking a 3.5% year-on-year increase and the highest nominal value since tracking began. The sector’s share of GDP remained at approximately 1.2%.
- Investments – capital expenditure by operators totaled PLN 12.7 billion (+32.8% year-on-year). Funds were primarily allocated to the development of modern telecommunications infrastructure.
- Fiber-optic network expansion – 80.1% of households (approximately 13 million) are now within the network's coverage area. Fiber optics have thus become the primary fixed-line access technology in Poland.
- Mobile market – the mobile segment generated PLN 17.9 billion in revenue (+8.2% year-on-year). By the end of 2025, there were 67.2 million active SIM cards, including 14 million M2M cards – a figure that grew by 40% year-on-year.
- The dynamic growth of IoT/M2M services (14 million M2M SIM cards, a 40% year-on-year increase) indicates that an increasing share of market value is being generated not by connecting traditional users, but by the development of data transmission services for devices, systems, and infrastructure used in sectors such as industry, logistics, transport, and monitoring (including alarm systems and utility meters). Consequently, the mobile market is gradually evolving from a model focused on individual users toward a communications infrastructure that supports the digitalization of the economy.
- Satellite internet – the popularity of this type of internet access is rising: a drop in average revenue per user (ARPU) from PLN 347 to PLN 128 translated into a year-on-year increase of approximately 146% in the number of individual users. The business segment continues to account for over 71% of this market's value.
- The importance of local operators – over 2,600 telecommunications enterprises operate on the market, most of which conduct local or regional business. Micro, small, and medium-sized enterprises (SMEs) provide over half of fixed-line internet services in rural areas, playing a key role in ensuring the availability of broadband services and building the state's digital resilience and sovereignty.
What’s new in this year’s edition
This is the first edition of the Report prepared following the entry into force of the Electronic Communications Law. Compared to previous editions, the scope of the analysis has been expanded to include the SME sector, a more detailed analysis of the terrestrial and pay-TV markets, and the wholesale services market—covering models such as BSA, LLU, and MVNO. For the first time, a separate chapter is also dedicated to satellite services.
